Active Duty Determinations for Civilians or Contractual Groups

As the DoD Executive Agent, the Secretary of the Air Force determines, per ยง401(a)(1) of Public Law 95-202, whether the service rendered during a period of Armed Conflict by a civilian or contractual group shall be considered active duty service to the U.S. Armed Forces for all laws administered by the Department of Veterans Affairs. Additionally, the Secretary of the Air Force is responsible for the administration of the Department of Defense Civilian/Military Service Review Board, which reviews applications for such determinations, and for the appointment of both the board's president and the Air Force voting member of the board.
