Description:
Secretary of Defense memorandum of June 18, 1998 designates the Secretary of the Army as the Executive Agent for the implementation and awarding of the Cold War Certificate, which is awarded to recognize all members of the Armed Forces and qualified federal government civilian personnel who faithfully served the United States during the Cold War era.
