Homeowners Assistance Program (HAP)

As the DoD Executive Agent, the Secretary of the Army is responsible for administering, managing, and executing the Homeowners Assistance Program (HAP) and shall be responsible for managing, maintaining, and disposing of HAP-acquired property; establishing detailed policies and procedures for program execution; maintaining a HAP central office and HAP field offices; determining when a specific military installation meets the requirements of reference; determining the eligibility of each applicant for HAP assistance; determining and advising each applicant on the most appropriate type of assistance; determining amounts to be paid, consistent with DoD policy, and making payments or authorizing and arranging for the acquisition or transfer of the applicant's property; maintaining, managing, and disposing of acquired properties or contract for such services with private contractors; ensuring contractor accountability and quality control, with emphasis on potential abuses caused by collaboration between contractors or contractors and applicants; maintaining necessary records, preparing reports, and conducting audits; establishing and maintaining an appeals procedure to ensure each applicant is treated fairly and receives the maximum authorized benefit; preparing the Future Years Defense Program and annual budgets for the Homeowners Assistance Fund, Defense; publishing regulations and forms, subject to review by the Assistant Secretary of Defense (Sustainment); and authorizing re-delegation of authority to the lowest practical level.
