Contract Foreign Language Support to the DoD Components

As the DoD Executive Agent, the Secretary of the Army is responsible for all contracts specifically for foreign language support provided to the DoD Components (exceptions include personal services contracts established by in-theater personnel, intelligence and counterintelligence organizations, or U.S. Special Operations Command in accordance with ยง129b of title 10 USC. Other exceptions for direct contracting of language services may be granted under memoranda of agreement between the contracting entity and the DoD EA); establishing the policy and procedures for the DoD Components to submit their requirements for contract language support (DoD policies for counterintelligence and security screening shall be followed for all language services contracted, as appropriate). This designation supercedes the Army's DoD EA designation for the Defense Foreign Language Program (DFLP).
