DoW Foreign Clearance Program (FCP)

As the DoW EA, the Secretary of the Air Force is responsible for administering the DoW FCP to ensure global mobility and access for DoW aircraft and personnel. The DoW FCP administers and maintains effective personnel travel and aircraft clearance systems and procedures by coordinating, integrating, and promulgating U.S. Government and DoW foreign clearance policy. To implement DoW foreign clearance policy, the EA represents the DoW in interagency and international forums, develops and maintains plans, programs, procedures, and information systems necessary to support DoW-wide requirements for personnel travel clearances, aircraft and ship diplomatic clearances, aircraft freedom of navigation, aviation-related fees issues and special weapons/hazardous cargo overflight/landing clearances.
