DoD Foreign Clearance Program (FCP)

As the DoD EA, the Secretary of the Air Force is responsible for administering the DoD FCP to ensure global mobility and access for DoD aircraft and personnel. The DoD FCP administers and maintains effective personnel travel and aircraft clearance systems and procedures by coordinating, integrating, and promulgating U.S. Government and DoD foreign clearance policy. To implement DoD foreign clearance policy, the EA represents the DoD in interagency and international forums, develops and maintains plans, programs, procedures, and information systems necessary to support DoD-wide requirements for personnel travel clearances, aircraft and ship diplomatic clearances, aircraft freedom of navigation, aviation-related fees issues and special weapons/hazardous cargo overflight/landing clearances.
