As the DoD Executive Agent, the Secretary of the Army is responsible for administering, managing, and executing the Homeowners Assistance Program (HAP) and shall be responsible for managing, maintaining, and disposing of HAP-acquired property; establishing detailed policies and procedures for program execution; maintaining a HAP central office and HAP field offices; determining when a specific military installation meets the requirements of reference; determining the eligibility of each applicant for HAP assistance; determining and advising each applicant on the most appropriate type of assistance; determining amounts to be paid, consistent with DoD policy, and making payments or authorizing and arranging for the acquisition or transfer of the applicant's property; maintaining, managing, and disposing of acquired properties or contract for such services with private contractors; ensuring contractor accountability and quality control, with emphasis on potential abuses caused by collaboration between contractors or contractors and applicants; maintaining necessary records, preparing reports, and conducting audits; establishing and maintaining an appeals procedure to ensure each applicant is treated fairly and receives the maximum authorized benefit; preparing the Future Years Defense Program and annual budgets for the Homeowners Assistance Fund, Defense; publishing regulations and forms, subject to review by the Assistant Secretary of Defense (Sustainment); and authorizing re-delegation of authority to the lowest practical level.

This may not always be the same as the title of the designating issuance. Description: The general purpose and scope of the assignment. Date Assigned: The date of the designating document or specific date the Executive Agent assignment became effective, if different. Expiration Date: Date specified, if applicable, that the Executive Agent responsibilities end. Review Date: Typically three to five years after the assignment. This date should be used to determine the validity of the Executive Agent assignment and whether it should be continued. Signature: The signatory of the designating document. Executive Agents may only be assigned by either the Secretary of Defense (SECDEF) or the Deputy Secretary of Defense (DepSECDEF). Principal Staff Function: Each Executive Agent assignment has a Principal Staff Assistant (PSA) assigned to it for oversight and monitoring. Joint Staff Function: The Joint Staff directorate that applies to the function or mission of the Executive Agent. DoD Component: The Head of a DoD Component assigned as Executive Agent. Agency: The Head of the DoD Component assigned the Executive Agent responsibility will normally assign the duties of performing the functions to an agency within his Component. If this has been done the Agency will be blank. Office: The office within the Agency that is assigned to carryout the Executive Agent responsibilities. Executive Agent POC: An individual within the responsible Agency who has been assigned to monitor the Executive Agent assignment. This would be the person to contact for specific Executive Agent information. Primary Document: The issuance making the Executive Agent assignment and signed by the individual entered in the "Signature" entry. The document typically will be a memorandum, directive, or instruction and will include the Executive Agent designation. Primary Document Location: Location of the Primary Document. If it can be found on the Internet the URL will be linked. If it is hard copy only the office holding a copy will be entered. Primary Document Date: Issue date of the Primary Document Secondary Document: In some cases the Primary Document may be a memorandum designating the Executive Agent, but contains little or no details concerning specific responsibilities. In this case a Secondary Document may be listed to further spell out the Executive Agent duties and responsibilities. Secondary Document Location: Location of the Secondary Document.
